As a result of Market Research and Industry's Questions, the Government is posting a newly revised draft Digital Integration Lab (DIL) Performance Work Statement (PWS) and 4 draft Contract Data Requirements Lists (CDRLs) for Industry review and comments.

DIL INDUSTRY DAY ANNOUNCEMENT

The US Army Contracting Command - Orlando (ACC-ORL) and the Program Executive Office for Simulation, Training, and Instrumentation's (PEO STRI), Product Manager (PDM) for Warrior Training Integration (WTI) is hosting an Industry Day for the Digital Integration Laboratory (DIL). The intent of Industry Day is to provide Industry partners with an overview of the DIL operations and to assess interest in the upcoming DIL competition.

Program Description:


The DIL provides a secure and centralized location for all PEO STRI programs to integrate with Mission Command Information Systems (MCIS). It also provides a critical risk reduction capability in preparation for formal Army Interoperability Certification (AIC) testing by supporting the Project Managers' (PMs') software development and integration initiatives across PEO STRI.

DIL Industry Day Events:


Industry Day will be held December 10, 2018; 7:30 AM. to 6:00 PM, local time, Orlando, FL. Industry Day will be made up of the following three sessions:

Sign In 7:30 AM - 8:00 AM.

Session 1 8:00 AM. - Open to all attendees, this session will be devoted to a Government overview of the DIL project and operations.

Session 2 9:00 AM. - DIL tour, this will be a Government led walking tour of the DIL facility lasting approximately 20 to 30 minutes. Attendees must have prior approval in accordance with the submission instructions (below) to participate in the tour.

Session 3 1:00 PM. - One on One meetings with the Government DIL team. Individual companies/teams will be provided 1 hour for questions and answers discussion regarding the DIL operations/requirements and Industry capabilities. Information discussed during the one-on-one sessions will not be released outside the Government team unless authorized by the attending contractor. In order to attend the one on one sessions, respondents must complete the Government capability questionnaire below. Session 3 will only be offered to those Industry partners that provide specific responses to the capability questionnaire (no general product information). Individual meeting times will only be provided to the company POCs once Industry participation has been registered and scheduled.

DRAFT ACQUISITION DOCUMENTS:
The latest draft acquisition documents are provided for informational purposes only.
1. Draft DIL Performance Work Statement (PWS).
2. Draft Contract Data Requirements List (CDRLs).
3. Draft Quality Assurance Surveillance Plan (QASP).

ATTENDEE LIMITATIONS:
Foreign Nationals may NOT attend this event. Electronic devices including but not limited to wireless devices, cellular telephones, smart watches, Fitbits, laptops, personal computers, tablets/electronic pads, cameras and/or recorders are not allowed in the meeting rooms or during the DIL site visit/tour. Video or audio recording of any of the DIL Industry Day and DIL events/tour is not allowed. Any industry representative found to be recording any portion of the sessions will be asked to leave immediately and will not be allowed to re-enter.

A maximum of two (2) representatives from each company (inclusive of subcontractors and teaming arrangements) will be authorized to attend the Industry Day. Companies may not substitute different individuals to attend the various sessions.

Capability Questionnaire:
Provide responses to the attached capability questions. Responses are not to exceed 10 pages. Please do not submit company general product information or simply state that you will meet requirements. Responding in this matter will result in disapproval of attendance for the Session 3 meetings. Contractor responses to the questionnaire must be provided via e-mail to the POCs below no later than 1:00 PM, local time Orlando, FL on December 4, 2018. All information submitted in response to the questionnaire shall be marked with the appropriate restrictions. If there are no markings on the submissions, the Government will assume rights to use the information as deemed appropriate.
