The Wisconsin Army National Guard has a requirement for digital marketing/advertising. The solicitation number assigned to this action is W912J2-16-T-0007. The solicitation is issued as a Request for Quote (RFQ) from the United States Property and Fiscal Office for Wisconsin, Purchasing and Contracting Division, Camp Douglas, WI 54618.

This is a Women Owned Small Business set aside in accordance with FAR 19.1505 The principle NAICS is 541810 and size standard is 15.0 Million Dollars annual revenue. The Wisconsin Army National Guard has a requirement for digital marketing/advertising for a period of up to 12 months to assist with the WIARNG online recruiting campaign. This acquisition is utilizing procedures in FAR part 13, Simplified Acquisition Procedures. The Government intends to award a Firm-Fixed Price Contract to the firm that provides the Lowest Price, Technically Acceptable quoter without discussions. Therefore, Offerors should submit their best offer up front. Do not assume you will be able to revise your offer.

Contract length will be up to12 months from the date of the award.

Cost per view per 100 views. (1 view constitutes watching the entire video)
The government will determine the quantity based on the unit price
The government will work with the vendor with creating videos.

Vendor must ensure that these ads are being placed optimally where the target audience (see SOW) is being reached These websites include Google Adword, facebook, and youtube for example. Any websites deemed inappropriate by the government or a reasonable person may result in a termination of the contract
