This is a combined Sole Source Synopsis / Solicitation published for informational purposes only. This proposed action is for the procurement of Diasorin Liaison Reagents and Consumables for The United States Air Force School of Aerospace Medicine (USAFSAM/PHE) located at Wright-Patterson Air Force Base. See Attachment 1, Requirements Document


The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1).


This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 325413: In-Vitro Diagnostic Substance Manufacturing. Business size standard for NAICS 325413 is 1,250 employees. PSC/FSC code: 6550: In vitro Diagnostic Substances, Reagents, Test Kits.


The proposed source is Diasorin Inc., located at 1951 Northwestern Ave, Stillwater MN 55082-7536. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government, if received by Monday, 22 July 2019, 12:00 P.M. EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.


In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The United States Air Force School of Aerospace Medicine (USAFSAM/PHE) requires a fully automated, walk away, fully integrated, random access platform capable of high throughput. USAFSAM/PHE is seeking reagents to perform on a single platform: 2210001873, 2210002370, 221002372, 2210001426, 2210001425.These reagents are required for laboratory diagnostic testing support for 213 DoD MTFs and 9 million patients /beneficiaries. The laboratory testing is utilized for the diagnosis and patient care for infectious diseases and immunization status. PHE requires supporting reagents that meet College of American Pathologists (CAP), Food and Drug Administration (FDA), and the Center for Disease Control and Prevention (CDC) standards and methodology. The proposed sole source, Diasorin Inc, is the only known source able to provide the specific reagents that are required to function IAW Federal FDA regulations and on the Diasorin Liaison XL analyzers.

Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination.
