ANNOUNCEMENT: NOTICE TO SOLE SOURCE


The U.S. Department of Veterans Affairs (VA) has a requirement for Diagnostic Laboratory Testing Services (laboratory, pathology, and molecular) for the Iowa City VA Health Care System located in Iowa City, IA. The need is for this service to be performed locally on specimens that cannot be shipped out of town due to STAT (within one hour for stability and diagnostic), unique, and/or labile reasons. This service must be available during regular laboratory, off hours, weekends, and holidays. The North American Industry Classification System (NAICS) Code is 621511, Medical Laboratories, with a size standard of $32.5 million.

Network Contracting Office 23 located at 316 N Robert St., Suite 506, St. Paul, MN 55101 intends to sole source this requirement under the authority of FAR 6.302-1, only one responsible source, to the University of Iowa Diagnostic Laboratories (UIDL) located at 200 Hawkins DR, Iowa City, IA 52242.



Other contractors who believe they can meet the above requirements may provide written notification to the Contract Specialist by June 22, 2018, 2:00 P.M. (CDT). This notice of intent is not a request for competitive proposals. Supporting evidence must be able to provide laboratory, pathology, and molecular testing services on STAT, unique, and labile specimens for the Iowa City VA Health Care System. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested firms must provide a Capability Statement with the following information: Company Name, Address, Point of Contact, Telephone and Fax Number, Email Address, Business Size, DUNS Number, and availability (hours of service) along with a copy of their Clinical Laboratory Improvements Amendments (CLIA) license, name and copy of license(s) of their Laboratory Director, and proof of College of American Pathologist (CAP) accreditation. If no responses or inadequate responses are received, the Government will proceed with the sole source procurement to the University of Iowa Diagnostic Laboratories. All contractors are hereby notified if your response is not received by the due date and time specified in this notice, it will not be considered. The Justification and Approval document will be made available in a few weeks via FBO in accordance with FAR 6.305.
