The Proposer for the Scope of Services identified herein shall provide all design services, equipment, and installation services necessary to permit, design, procure, ship to job site, install, test, commission and warranty the Phase
3 Wind Turbine Generator (WTG) project, which will consist of up to 128 MW of WTG net capacity, including associated
SCADA and other ancillary equipment and services. This is a two step solicitation process. The instructions in this RFP
apply to the first step of the process where SMUD will evaluate proposals from both General Engineering A Contractors
and Project Developers to determine the ownership option which is in SMUDs best interest as follows: SMUD may own
the Wind Turbines and contract for their Operations and Maintenance. A Developer may own the Wind Turbines, be
responsible for the Operations and Maintenance and sell all of the power and associated Green Attributes which are
generated to SMUD under a long term power purchase agreement. In this case SMUD will still own the land and wind
rights, which will be leased to the Developer under an exclusive Ground and Property Lease Agreement. Proposals
received during this first step will be reviewed for minimum qualifications. Only proposals meeting minimum qualifications,
received in response to this first step of the solicitation, will be considered for the second step of the solicitation, which will
involve competition based upon one of the ownership options. In the case in which SMUD decides to own the Wind
Turbines, additional instructions will be released including expanded evaluation criteria and contract requirements relative
to Public Works construction in California, including submittal of bonded proposal updates. In the case in which SMUD
decides to allow a Developer to erect turbines on the site, a direct negotiation process on a power purchase agreement
will take place. Tech Contact : James Field Phone : (916)732-6319 Email : [email protected] Pre Bid Conference: Yes Date
