The Department of Veterans Affairs (VA), Technology Acquisition Center, located at 23 Christopher Way, Eatontown, New Jersey, intends to award a sole source, firm-fixed-price contract to International Business Machines (IBM), 1 New Orchard Road, Armonk, New York 10504-1722, pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotes or proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The primary North American Industry Classification System is 541511 and size standard is $27.5 million.

The proposed action is for further development of the Technology Based Companion for Transitioning Service Members and Veterans, referred to as the GRIT mobile application , with IBM to support VA s Office of Mental Health and Suicide Prevention. The period of performance is six months from date of award.
