The U.S. Department of Transportation, Federal Highway Administration intends to negotiate on a sole source basis with the City of Anaheim (ANAHEIM) for the development and verification of test cases/procedures for the National Transportation Communications for Intelligent Transportation System Protocol (NTCIP) on the city of ANAHEIM's infrastructure.   Services required to meet the agency's need include: 1) project management, 2) training and identification of agency center-to field needs and requirements, 3) conduct verification, and 4) final reports.


The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), FAR 6.302-1 (b)(1) "Only One Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements." "When there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by - (i) Unique supplies or service available from only one source or only on supplier with unique capabilities


Sole Source is determined based on the following:


ANAHEIM is the only known local agency that tests, installs, and operates a wide variety of NTCIP equipment in-house that they maintain and qualify. They also have the internal capacity and experience to test and qualify these devices.  The capability reduces dependencies and influences by external contractors.


THIS IS NOT A REQUEST FOR A COMPETITIVE PROPOSAL.  Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government.  If no written responses are received at least five (5) days after the initial publication of this posting, the contract will be awarded without further notice.
