This RFP addresses the implementation of a uniform online testing system for use in all Utah school districts and charter schools. Although the primary intent is that such a system be used for statewide, standardized, summative testing, it is possible that it will eventually be used for other types of testing including local formative tests. Results from this system will be combined with pencil and paper results and evaluated for determination of Title I Adequate Yearly Progress (AYP), an integral component of the statewide assessment program and Utah Performance Assessment System for Students (U-PASS). In 2004 Utah had approximately 500,000 students in 40 districts and over 20 charter schools for over 900 schools. Eventually it is planned that a majority of schools, regardless of testing window, will use this system for a majority of students.
The intent of this RFP is to identify an online testing software system that can be licensed or leased and managed, possibly, installed, or otherwise used as needed by Utah Public Education (the Utah State Office of Education plus School Districts and Charter Schools). While the eventual outcome of this process might well be the award of a contract for this purpose, Utah Public Education will retain the right to choose other options, in part or in whole, to meet the needs outlined in this document. Such options might include
internally developed software as well as open-source and public domain products. Such an outcome will be largely determined by the availability of funds.
