The Army Contracting Command - Redstone Arsenal Request for Proposal (RFP) in support of the Aviation and Missile Research Development and Engineering Center (AMRDEC), System Simulation and Development Directorate (SSDD), is now posted with an issue date of 2 February 2017. It is the Government's intent to issue a 5-year, Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. This is a 100 percent small business set-aside under the North American Industry Classification System (NAISC) Code 541712 as services in support of mission requirement. The small business size standard associated with this classification is 1000 employees.

SSDD has a FOLLOW-ON requirement to enhance and maintain its current suite of missile modeling simulation, Hardware-in-the-Loop (HWIL) and prototype development facilities. This effort will leverage existing capabilities, explore future capabilities, develop complex interfaces, and maintain digital simulation, HWIL, and prototyping facilities. This effort will develop, test, field and maintain as necessary these facilities including support to a variety of applications to include maintenance calibration, ground and flight test simulation, coupled with simulation performance assessments. Additionally, a variety of simulation and development activities will assess warfighter requirements for war games, exercises and training events as well as the system engineering requirements for concept analysis and element requirements for element integration. Data collection, centralized execution controls, and common Truth Service models such as phenomenology, lethality, environment, threat and communications will be performed. The contractor shall provide personnel with appropriate security clearances.

The contract Minimum quantity shall consist of 71 labor hours of engineering, technical or support labor. The contract maximum quantity is 1,869,911 Labor Hours, with $26,250,000.00 for ODC/Material and $472,500.00 for Travel. It should be noted that portions relating to ODC/Materials and Travel are at cost with no fee allowed. This acquisition will be awarded based on an evaluation of the factors of Technical/Management, Past Performance and Cost.

The RFP will include all documents of the solicitation package. No hard copy of the solicitation will be issued. It is the potential offeror's responsibility to monitor the FBO website on a regular basis for any updates. Other documents, as necessary, will be posted when available.

This requirement will allow no foreign participation.
