Housing Authority (VIHA), hereinafter referred to as VIHA, has issued this Request for Qualifications (RFQ) to define the minimum service requirements; solicit proposals; detail proposal requirements; contractor requirement; and, outline the process for evaluation proposals and selecting the subsequent Contractor(s) to provide the necessary expertise to develop affordable senior housing on the island
