The State is seeking a contractor able to assist with development of Montana’s Energy Assurance Plan (EAP).
This plan is a requirement of “The Enhancing State Government Energy Assurance Capabilities and Planning
for Smart Grid Resiliency Initiative”, which is part of the American Recovery and Reinvestment Act of 2009
(ARRA). ARRA requires that each state establish a plan to address disruptions to the energy supply. The plan
must also enhance reliability of the energy supply and allow for a more rapid return of the energy supply
system in the event of an emergency.
Montana’s EAP will be developed using existing energy data, DEQ staff help, and the latest energy assurance
plans from other states. The plan will need to include new energy resources such as renewable energy
sources and biofuels. It will also need to address new applications, such as Smart Grid technology. This plan
must enhance the resiliency of all energy sectors. The plan must focus on the entire energy supply system:
petroleum products, natural gas, and electricity as well as the operating systems of each.
