Detonating Cord Assembly/Thin Layer Explosive
This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Contracts Department, Code 02 intends to award a contract for the manufacturing of a series of Non-Destructive Tests (NDT), and product certifications to support the evaluation of the proposed new DCA/TLX line configuration on a sole source basis with Austin Powder Company (CAGE 79985), 25800 Science Park Drive Cleveland, OH 44122-7311. Austin Powder Company is the only vendor with the technical expertise, manufacturing facilities and test capabilities required to complete the manufacturing, testing and certification of the DCA/TLX.
THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
