The Federal Railroad Administration (FRA), Washington, DC, intends to award a Sole Source, Firm Fixed Price (FFP) Contract to RJ Peterman & Associates, Inc. (RJPA) to conduct experimental work of concrete crosstie research and development which began under DTFR53-11-C-00020 and continued under DTFR53-15-C-00006 with Kansas State University and the owner of RJPA.  Based on FRA's analysis and research developed under the previous contracts this continued research is unique to the rail industry and only RJPA can provide the required research.

 
The proposed contract action, for which the Government intends to solicit to only one source under authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies and Services will Satisfy Agency Requirements" is to continue to provide support to FRA in the execution of the continued research to verify the relationship between concrete aggregate, release strength, and tendon type as these variables relate to the bond between concrete and reinforcement tendons. 


This synopsis is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide a capability statement.  Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the FRA point of contact, Ms. Brittany Alvarenga, (brittany.alvarenga@dot.gov) no later than 9:00 a.m. EST Thursday, April 27, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
