The Project will be accomplished in three phases. The first phase, the Audit, includes the inspection, survey and analysis of energy flows in City facilities and/or within City processes and systems. The objective of this audit is to seek opportunities to reduce energy input without negatively affecting the energy output(s) while maintaining and improving human comfort, health and safety. The second phase of the Project, Energy Audit Report, is based on the recommendations generated during the audit, and will require the Proponent to provide a prioritized list of recommended improvements from greatest to least cost effective opportunities for energy savings. The third phase of the Project, Design and Construction Management, may include, the Citys request that the Proponent perform Design and Construction Management services.
