The Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA), Naples, Italy intends to issue a Request for Proposal (RFP) for construction services that will result in a single award, Design-Build construction contract for the Demolition and Construction of a two (2) story Antiretrovial Therapy Clinic Hospital located in Kayunga, Uganda. This notice does not constitute a request for proposal, request for quote, or an invitation for bid. The intent of this notice is to notify potential offerors that NAVFAC EURAFSWA intends to solicit proposals and award a firm-fixed price (FFP) construction contract.

This is a stand-alone procurement which will result in the award of a Firm-Fixed Priced Design-Build Construction Contract.
The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject requirements. The tradeoff process on the Best Value source selection continuum, as described in FAR
15.101-1, will be used for this procurement. Offerors are required to submit a technical proposal and past performance, as well as a price proposal for evaluation by the Government.

The NAICS Code for this procurement is 236220 (Commercial and Institutional Building Construction) and the annual size standard is $33,500,000. In accordance with FAR 36.204, the estimated cost of construction is $1,000,000.00 and $5,000,000.00.
The contractor shall complete all works within 750 calendar days after contract award.

A Pre-Proposal Conference and Site Visit will be held. Potential offerors must check the RFP soon after RFP issuance for instructions.

The solicitation as well as all notices/amendments related to this solicitation will be posted to the European Navy Electronic Commerce Online (EuroNECO) website (https://euro.neco.navy.mil) on or around 30 May 2017. The Government will not entertain any questions or inquiries until RFP issuance. Responses to questions or inquiries shall be posted through a solicitation amendment. All documents published in EuroNECO will be transmitted to the Navy Electronic Commerce Online (NECO) website at
https://www.neco.navy.mil and the Federal business Opportunities website at www.fbo.gov.
All interested
firms must be registered on the EuroNECO, NECO, or FBO websites in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided.

It is the responsibility of the offeror to check the website daily for any updates/amendments.

Prospective offerors will have access to the solicitation at the EuroNECO/NECO/FBO web sites by searching for the solicitation number, N3319117R1621 (no hyphens). Offerors are encouraged to check the EuroNECO/NECO/FBO web sites frequently in order to be notified of any changes to the solicitation. This solicitation is available in electronic format only. Documents will be in the Adobe Acrobat PDF file format via the Internet.

IMPORTANT INFORMATION:

1.
DUNS, NCAGE, SAM AND JOINT VENTURE REQUIREMENTS:

The Government requires an offeror to have an active DUNS Number, NCAGE Code, and register in the System for Award Management (SAM). The NCAGE code and DUNS number MUST be included on the proposals. It is the responsibility of the offeror to comply and register. If you currently do not have a DUNS, NCAGE, or SAM registration, information is provided below to assist you.

If you do not already have a valid DUNS OR NCAGE Code, the following instructions are given:

DUNS:
Take the following steps to receive a DUNS number:
1. Go to http://fedgov.dnb.com/webform
2. Click Begin DUNS Search
3. Choose your country and fill out a short form.
4.
Dun and Bradstreet will list up to 3 matches. If your entity is not listed, choose request new DUNS and continue from there. Dun and Bradstreet generally responds to each webform submittal within 24-48 hours.

SAM:
To create an account and access SAM as a new user:
1. Go to https://www.sam.gov
2. Click on bCreate User Accountb
3. Complete the requested information, and then click bSubmit/Create.b
4. Select bIndividual User Account.b
5. You will receive an email confirming you have created a user account in SAM. You can now register an entity, search For Official Use Only (FOUO) information, and (if you are a designated government official) enter exclusions into the system.

To register in SAM as an entity:
1.
Login to SAM with your user ID and password (received after completing the steps above)
2. Gather all of the required information needed to complete your registration.
3. Click on Register New Entity from the left side navigation pane.
4. Complete and submit the online registration. It is estimated that it will take approximately 30 minutes to complete registration if you already have all the necessary information on hand, depending upon the size and complexity of your entity.
5. You will receive an email confirming that your registration is in process. Note that new registrations can take an average of 7-10 business days to process in SAM. SAM must send out some information for validation with outside parties before your registration can be activated.

Required information for SAM registration:
b" Your Data Universal Numbering System (DUNS) number from Dun and Bradstreet, and the name and address associated with that DUNS
b" Your Taxpayer Identification Number and the name associated with that TIN, if applicable (from your W-2 or W-9)
b" Your Contractor and Government Entity (CAGE) Code (or NCAGE), if you already have one (if you donbt, one will be assigned to you during registration)
b" Your Electronic Funds Transfer information, such as your financial institutions ABA Routing Number and

your account number, along with the bank phone or fax number

JOINT VENTURE REQUIREMENTS

Joint Venture (JV) offerors shall provide with their proposal a notarized legal document that establishes the JV. The JV Agreement shall take effect upon the submission of the proposal and remain irrevocable until one (1) year after the work has been finally inspected and accepted by the Government. Submission of the notarized legal document that establishes the JV shall be furnished with the proposal in its original language version along with a certified English translation of the notarized JV document. The Joint Venture must be formed and valid at the time of submission of the proposal. A correctly formed Joint Venture will have its own active NCAGE and DUNS Number.


3. CERTIFICATIONS, LICENSES, PERMITS, FEES, ETC.

Offerors shall be responsible for determining and paying all fees associated with, and obtaining any required permits for proposed projects. Offerors are responsible for acquiring any required professional certifications (licensing) as required by both the country of Uganda to perform the work. All coordination with the local, regional, national authorities is the responsibility of the offeror.
