Design-Build, Renovation of Building 500 for Mental Health
This is a pre-solicitation notice for Design/Build Services for Project 675-18-100 to Renovate Building 500 for Mental Health Space at The Orlando VA Medical Center, Orlando, Florida.
THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE.
THIS SOLICITATION WILL BE 100% TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE (SDVOSB). PROPOSALS WILL ONLY BE CONSIDERED FROM SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES THAT ARE VERIFIED IN VETBIZ AT THE TIME OF SUBMISSION OF PROPOSAL AND DATE OF AWARD in accordance with Public Law 109-461.
This requirement will be procured utilizing a two-phase Design-Build selection procedure. Firms responding to this requirement are hereby informed that the initial evaluation of offers (PHASE I) will result in a short-list of no more than five (5) of the most highly rated firms. Only those firms short-listed in Phase I of the selection procedure will be provided the opportunity to participate in Phase II of the RFP process.
The NAICS code is 236220/size standard is $36.5 million. Magnitude of Construction Cost range is between $5,000,000 and $10,000,000.
Project Overview:
This project requires Design Build Documents that will show the Third and Fourth floor of building 500 at Lake Baldwin will be designed to place all Mental Health facilities on these two floors. The existing walls, ceilings, floors with all finishes will be demolished to fully allow for the complete renovation of the entire space. The contractor will construct offices, restrooms, conference rooms, group rooms and all other spaces required by the Mental Health IPT. All existing mechanical utilities are to be completely renovated to work with the new design of the space. Period of Performance is 320 calendar days.
Solicitation 36C24818R0004 will be posted to the Federal Business Opportunities (FBO) website on or about 11/01/2017. All solicitation packages and amendments must be accessed on line. No Telephone requests will be accepted. Complete electronic solicitation with forms and specifications for submitting a response and to register your name on the bidder s mailing list may be obtained at the following website: www.fbo.gov. All amendments issued to this solicitation will also be available at this website and will not be mailed. Offerors are advised that they are responsible for obtaining amendments. A ONE-TIME organized pre-proposal site visit will be held and the date and time will be announced in the solicitation when it is posted to FBO. No prior information is available until the date of issue. All respondents are required to be registered and verified at www.vip.vetbiz.gov and must be registered at www.SAM.gov under NAICS 236220 with complete online Reps and Certs. Vets 4212 Registration is also required.
