The Aviation Development Directorate-Aviation Applied Technology Directorate (ADD-AATD), Building 401, Lee Boulevard, Fort Eustis, VA 23604 is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources and experience necessary to design and fabricate all facilities, infrastructure, and support equipment necessary to achieve full functionality of a KahnTM Model 406-040-008 hydraulic dynamometer rated at 10,000 HP (7460 kW) and 16,500 rpm (18,300 rpm overspeed). Note that the ADD-AATD already possesses the identified dynamometer. The required system shall be an augmentation to the Engine and Countermeasures Research Facility (ECRF) located at the ADD-AATD on Fort Eustis, VA and shall be integrated to function with existing laboratory test and operation equipment to include control, operation, and data collection. It is anticipated that this requirement will be a phased approach and will include: 1. A closed loop water processing system sized to enable full dynamometer functionality combined with 2. A large capacity cooling plant appropriately sized to process the closed water storage system, 3. Concrete slabs sized for said components, 4. A collapsible or retractable test cell shelter that will allow open air running of the test engine setup while providing cover from the elements when closed and not in use, sized to house the identified dynamometer with an attached 15' x 24' buildup area that will house all of the ancillary support equipment required for dynamometer operation, and 5. Other sub-systems and infrastructure as required. The facility supports ADD-AATD's mission of testing turboshaft engines, developmental and production, for extended durations and at power settings beyond those typically tested as part of acceptance and maintenance testing. Parties expressing interest must have past performance experience in the development, maintenance, or operation of a turbine engine test cell, its specific facilities, requirements, and/or equipment, in particular at facilities that operate the turbine engine test cell for extended durations and beyond standard operating limits. Interested sources as part of responding to this Sources Sought will need to provide a list of such previous efforts (past performance data) including: the facility where the installation was performed, a customer point of contact for Government follow-up, and permission to the customer point of contact to discuss the details of the installation. The Government will use the results of this Sources Sought Notice to inform its acquisition strategy. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238220 and the Federal Supply Code is E1JB. THERE IS NO SOLICITATION AT THIS TIME. This request for sources capable of satisfying the requirement does not constitute a request for proposals; submission of any information in response to this Sources Sought Notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. If your company has the capability to complete support of this requirement, provide the organization name, address, email address, website address, telephone number, Contractor and Government Entity (CAGE) Code, and a capability statement as to how you will satisfy the requirement. This requirement is unrestricted and open to both small and large business concerns. The Government will evaluate all responses received to this Sources Sought Notice to ascertain potential market capability and potential sources who can support this requirement. Interested parties who have the competency to provide the capability as described above are invited to submit a response with supporting past performance data to this Sources Sought Notice not later than 2:00 p.m. eastern daylight savings time, 26 June 2017.
