The Philadelphia VA Medical Center is seeking a qualified Small Disadvantage Veteran Owned Small Business (SDVOSB) Design-Build Firm to develop plans and specifications for the necessary construction required bringing Building 1 and 2 into code compliance with NFPA 780 and NFPA 70 regarding lightning protection. The 8th floor will be broken up into the East and West sections. We are looking for a firm with excellent background in design-build work to replace and supplement the existing lightening protection system of these buildings. Design shall be in compliance with all applicable building codes and VA design standards. Copies of VA publications are available upon request from VA Engineering or on the internet at www.va.gov/facmgt/standard/va_stds.htm. Design must meet all applicable and most current federal and state codes/requirements, i.e.: OSHA, EPA, DER, NFPA 101, TJC, AHERA, NESHAPS, NFPA, ASTM, and UFAS. The firm will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project and shall field verify all dimensions and every aspect that relates to the lightning protection work. Firm shall coordinate visits with the Project Engineer.

The Design/Build Firm (D/B) shall provide design and construction services for Lightning Protection study and replacement of Building s 1 and 2 at the Corp Michael J. Crescenz Medical Center (CMJCMC).The D/B firm shall provide design services including all investigative surveys and verifications of as-built conditions required for fully developed construction plans and specifications. The contract will consist of a Base Bid.

NOTE: Please submit your SF 330 and proposals by time and date defined within the RFP when it is posted for review and consideration.

Construction estimates of contract time and cost will be required at each project submission.

This project is 100% set-aside for SDVOSB. Before a SDVOSB is proposed as a potential contractor, they must be certified by VETbiz (vetbiz.gov) and registered in the System for Award Management (SAM) database. Register via the SAM internet site at www.sam.gov. Failure of a proposed SDVOSB to be certified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor.

This is a competitive acquisition for the award of a single award Design-Build Firm Fixed Price Contract. Award will be made to the best overall proposal, which is determined to be the most beneficial to the Government.

Selection will be accomplished with a two-step Request for Proposals (RFP) process using the below listed Evaluation Criteria outlined in the Proposal. In step 2, the recommended proposers shall submit a detailed technical response to the RFP, which shall be evaluated for Technical Proposal and approach, as well as Overall Project Cost.
