PRE-SOLICITATION NOTICE FOR THE DESIGN BUILD CONSTRUCTION PROJECT LOCATED AT LONG ISLAND NATIONAL CEMTERY IN FARMING DALE, NEW YORK.

The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA786A-17-R-0051 for the following:

The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at Long Island National Cemetery.

The contractor is required to provide design and construction for a new (approximate) 5,000+ niche columbarium, and perimeter fence restoration/changes/upgrades at Long Island National Cemetery. Columbarium design scope includes design and construction documents for a (approximate) 12,000 +/- niche columbarium located on the South side of existing burial Section F.
COST MAGNITUDE: Between $5,000,000 to $10,000,000.

THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FUNDS. The cut-off date and time for questions shall be May 26, 2017, at 4:00 pm eastern time unless modified via amendment.

CONTRACT DURATION: Performance period is approximately 578 calendar days from date of receipt of the Notice to Proceed.

NAICS CODE: 237990 SIZE STANDARD: $36.5 Million

METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible service disabled veteran owned small business responding to this solicitation. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive.
