The National Institute of Standards and Technology (NIST) has a requirement Two-Phase Design-Build (DB) for a Construction Services contract for steam, condensate, and manhole utility systems. This contract will be for Office of Facilities and Property Management on the Gaithersburg, Maryland campus.
The applicable NAICS code is 221330 Other Heavy and Civil Engineering Construction. Small Business manufacturers for this NAICS code have a size standard of $15M. NIST intends to award one Design-Build Construction firm fixed contract. The estimated contract is between $3M to $9M.
The scope involves repairs to an existing underground steam manhole system to include installation of new condensate piping.
Key information on the affected system:
1. Steam pressure is 150 PSI and originates at a central plant
2. Condensate is pumped in a separate pipe
3. Conduit system, direct buried condensate pipe (steel) is approximately 6 inches in diameter
4. Pipe depth ranges however is approximately 10 feet deep
5. Original steam and condensate lines were abandoned in place. The original steam pipe has an asbestos jacket. There may be locations were the asbestos will need to be abated. Additionally, the piping may be required to be removed to install the new condensate line.
6. Condensate pipe length is slightly less than 1 mile
7. Scope includes work/scope in operational steam manholes. Total manholes are approximately 20.
8. Steam system must remain operational until switch over from old to new
9. Existing engineering studies are available. When steam condensate is injected from the steam manhole steam trap to the condensate pipe, it is theorized it is flashing to steam in the condensate pipe. The condensate pipe is leaking in multiple locations.
10. Repairs/replacement of existing steam manholes may be required.

Pursuant to FAR Part 10, Market Research, this Sources Sought announcement is issued to identify the availability of qualified Design-Build construction firms that are capable and would be interested in performing this type of work. This announcement is not a solicitation or Request for Proposals (RFP) and does not commit the Government to award any contracts now or in the future. This market research is for informational and planning purposes only to determine if a socio-economic set-aside is appropriate.
Qualifications for Consideration:
Qualified Firms will be those demonstrating experience and past performance executing a design build contract for a pumped condensate (direct buried) steam system. The ability to respond quickly when a contract is awarded and staff the project with the appropriate manpower to complete the project on an expedited schedule is additionally important,
Specific criteria being sought are:
Interested firms having the necessary skills, qualifications and capabilities shall submit an interest and capability statement, 10 pages single-sided in response to this Sources Sought announcement, including, at a minimum, the following:
1. Name of Company and Company Address.
2. Name, telephone number and email address of a contact person.
3. A brief statement describing Company core business, size, DUNS number, applicable small business designation (Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB) or Service-Disabled Veteran Owned Small Business (SDVOSB), 8(a), HUB-Zone Small Business or other).
4. Experience with Design Build direct buried steam systems that involved pumped condensate. Provide the following information:
a. List the designer of record and his/her relationship to the source sought responder to include experience with similar steam and condensate requirements.

b. Number of steam manholes involved in previous design build efforts

c. Steam pressure of systems in previous design build efforts

d. Diameter of direct buried condensate and length of the piping in feet in previous design build efforts.

e. Identify if construction occurred on an operational system

f. Identify year construction (design-build) was completed.

g. Identify your firm Experience Modification Rate (EMR) and bonding capacity per single contract and aggregate.
5. Bonding capabilities on $7M individual projects and 10M aggregate.
6. Design-Bid-Build experience is not being requested.

7. Joint Venture experience is not being requested.

Responses must be emailed to maliaka.pinkney@nist.gov by 12:00 pm EST, March 1, 2019. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
