Project Description:   The United States Department of State (DOS) and the United States General Services Administration (GSA), Special Programs Division (SPD) entered into a Memorandum of Agreement whereby the GSA/SPD will provide services to DOS to construct a new parking structure at the CRC complex Charleston S.C.  Services provided will include design and construction of an approximately 431,000 SQ FT Parking Structure in Charleston, South Carolina.  The project will house 1,326 parking stalls in a 7 level parking structure. For pricing purposes, the base scope of work will be floors one through five and floor six and seven will each be an option. The purpose of the project is to meet the current and future parking requirements of DOS on a site previously used by as surface parking.

 This procurement will be a small business set-aside.  The General Services Administration intends to award a firm-fixed price Design-Build Contract based on the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures, FAR Subpart 36.3, Source Selection Procedures, FAR subpart 15.3, in conjunction with the "Best Value” process.  For this contract award process, GSA will issue two Solicitations in sequence: 1) Phase One, and 2) Phase Two. The Phase One procedure, which is this Request for Qualifications (RFQ), is designed to select a “short list” of the most highly qualified Offerors who will be requested to submit Phase Two proposals. All responsible sources may submit a Phase One Proposal.  The number of proposals in the competitive range has been limited to up to four (4), to permit an efficient competition among the most highly rated proposals.  The most highly rated Offerors will be selected to participate in Phase Two (Request for Proposals (RFP)).

The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction.  The FSC Code is Z1AA. The estimated magnitude of the project is more than $10,000,000. The solicitation will be made available approximately 15 days from this pre-advertisement post being published.
