THIS SOURCES SOUGHT IS FOR DESIGN BUILD CONTRACTOR or TEAM (DBC/T) TO SEISMIC RENOVATE BUILDING 86, VA MEDICAL CENTER, WALLA WALLA WA., PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. The findings of the preliminary market research will be used in considering a 100% set aside for Service Disable Veteran Owned Small Business (SDVOSB) concerns first and Veteran Owned Small Business (VOSB) concerns second, pursuant to the set-aside authority contained in Public Law 109-461. This Sources Sought Notice announcement is restricted to SDVOSB and VOSB concerns only under Public Law 109-461; the firm must be capable of self-performing the Scope of Work at a minimum as required by the Public Law. This notice is NOT a Request for Proposal (RFP). No solicitation exists at this time. The Construction and Facilities Management (CFM) Western Regional Office will seek a Firm Fixed Price type contract for Design Build Contractor or Design Build Team, an estimated value range of $10M to $20M award covering 15month period of performance. The applicable North American Industrial Classification System (NAICS) code for this requirement is 236220 with a small business size standard of $36.5 million. PURPOSE OF NOTICE: The Sources Sought is being used as a Market Research tool to determine potential sources prior to determining the method of acquisition and issuance of a possible RFP. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. We are only requesting capability statements from potential contractors at this time. INTENDED SCOPE OF WORK: The DBC/T shall provide all labor, materials, tools, equipment, and design-build services necessary for design and construction of Seismic Renovation of Building 86, Jonathan M. Wainwright Memorial VA Medical Center, Walla Walla, WA. This construction project shall be LEED Sliver Certified or with LEED Sliver standards incorporated in design and accepted prior approval. Design The project will be comprised of the following stages: planning, design and construction services. The DBC/T should be aware that before moving forward from one stage to another is necessary to complete and obtain the approval of the current stage. The DBC/T shall provide design and construction services for the project described within this document. Such services include but are not limited to: surveys, assessments, technical studies, technical reports, analyses, permits, design, development of construction documents, technical expertise, labor, materials, tools, equipment and all services that are deemed necessaries for the proper design and construction of the project described herein. Prior to begin with the design, the Design-Build Architect / Engineer (DB-A/E) shall perform a complete assessment of the scope area in order to be familiarized with the project and identify all design/ construction concerns, non- compliance issues and deficiencies that need to be addressed along with It s respective solutions (proposed). The DB-A/E who prepares the construction documents shall be a professional architect or engineer licensed in the State of Washington. The professional seal indicating such license shall appear on the final construction documents. The architect and/or engineer whose seal is shown in construction documents will be known as the Architect or Engineer of Record. The DB-A/E must have a proved experience of at least Five years (5 yrs.) in design and supervision of project of similar or major complexity to this one. The A/E shall certify the design compliance with all latest design standards, design manuals and national codes used by the VA, as well as all Federal and local Requirements and Regulations. The required stamp on construction documents (e.g. drawings, technical specifications) of the licensed architect or engineer of record will be considered as certification of such compliance. The project will be accomplished utilizing the VA Program Guide (PG-18-15), A/E Submission Instructions as well as the design guide. Construction The DBC/T must have a proved experience of at least Five years (5 yrs.) in management and supervision of construction projects of similar or major complexity to this one. The designated Project Manager and Project Superintendent by the DBC/T shall be a professional architect and/or engineer licensed in The state of Washington, and shall have a proved experience of at least Five years (5 yrs.) in management and supervision of project of similar or major complexity to this one. The DBT/C shall certify the compliance of the construction with all the issued for construction documents. The DBT/C shall furnish all supervision, management, labor, materials, tools, equipment, quality control and safety measures to perform all operations necessary to accomplish all work as shown on the issued for construction documents (e.g. drawings, technical specifications, etc.), and shall provide, furnish and comply with all permit requirements. Information regarding tasks required for this effort (Design Build) can be found on the CFM Technical Information Library (TIL) website at http://www.cfm.va.gov/TIL/. VA will provide all other relevant information not available on the TIL. Capability statement shall exhibit clear and convincing evidence of the firm s capabilities and experience to perform the requirements.  Capability statement must acknowledge the potential cost and impact on the firm for the performance period of the contract and how they intend to staff for the duration of the contract. The capability statement is not to exceed 5 single sided pages.
