The overall objective of the Work described in this RFP is to design, build and operate a new SSO Facility at the Site.

Phase 1 Work Site PreDevelopment: which includes excavation, removal, and disposal of buried waste and construction of some of the Ancillary Facilities, specifically site access roads;

Phase 2 Work Design/Build: which includes the SSO Facility and the remaining Ancillary Facilities; and,

Phase 3 Work Operations.
