The Georgia Department of Community Affairs (hereafter DCA), Office of Environmental Management (hereinafter OEM) is soliciting responses from qualified firms interested in providing design, development and technical support services for a number of internet-based resources and tools. These items will support OEMs programs, including the Urban Nonpoint Source Reduction Program, which is part of a USEPA grant extending from June 2004 to May 2007. This program involves capacity building for local governments to link land-use and water quality by forming a statewide network of local government officials to foster regional, watershed approaches on a statewide basis. The program will protect and enhance the water resources and water quality of the state and provide the network with water resource tools developed for Georgia communities.
