To ensure that the public healthcare sector is at the forefront of technological advancements in healthcare delivery, the Ministry for Health the Elderly ad Community Care (MHEC) has joined forces with the Ministry for Investment, Industry and Information Technology (MIIIT) to take advantage of the
e-Europe 2005 Action Plan targets and the possibility of accessing e-Ten Funding arrangements1 by identifying several healthcare services that are to be made available online to Maltese citizens via the development of an e-Health Portal2.
The strategic nature of the project, as described in subsequent sections of this document, renders it unsuitable to the traditional model of a single transaction customer supplier relationship. There is the need to complement the resources of the Government of Malta through the availability of experienced and capable organisations with experience in the development and implementation of similar e-Services3 initiatives in the local context or in other countries. The aim of the Government of Malta is, with the private sector, to build a good, long-term relationship involving decisions that are to
be built around the management of obligations with a focus on delivery and the outcome of the project.
