A Sources Sought was published for this effort under a previous solicitation number, W31P4Q-14-R-0019.

This amended action will be for award of an undefinitized letter contract action (UCA) for a new (CY16) one year basic. Upon definitization of the letter contract, the three option years will be initiated. This will be a Cost Plus Fixed Fee (CPFF) contract in support of the FMS customers' PATRIOT secondary items depot level repair and return program with an estimated 240,500 man-hours (Basic- Calendar Year 16 (CY16) with a total of approximately 912, 535 man hours with the additional 3 year effort.  Man-hours are to be broken down by Not to Exceed (NTE) pricing on separate CLINs in accordance with the SOW that will be provided in the Solicitation.  This proposed acquisition is for the depot level diagnosis, repair, and return of secondary items of the PATRIOT weapon systems owned by the Governments of the Netherlands, Kuwait, Saudi Arabia, Korea, Israel, Taiwan, Japan, and the United Arab Emirates for CY16. This acquisition will provide for estimated man-hours for the repair of PATRIOT secondary items which will cover repair for a period of one base year and three option years to be procured at a later time, as requirements materialize. The estimated period of performance for the basic contract is from contract award through December 31, 2016. The proposed acquisition is directly related to previous and ongoing work being performed by only one source, Raytheon Company, 350 Lowell Street, Andover, MA 01810 (CAGE Code 05716). There is no repair source other than Raytheon Company that can diagnose, repair and unit test these secondary items of the PATRIOT weapon system. Adequate technical data is not available for this acquisition. All offerors must meet prequalification requirements in order to be eligible for award. All responsible sources may submit an offer, which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies.
