The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Martin Baker Aircraft Company Limited of Middlesex, UK,, for the procurement of supplies and services that will provide organic and intermediate level maintenance repair capabilities for the mission and observer crew seat systems in support of Fleet Readiness Center Southeast's Depot and Logistics Management Information Team. The depot and intermediate capabilities establishment includes the manufacture and installation of all test equipment, associated tooling, fixtures, testing, training, technical data, provisioning data, and engineering technical support in order to establish an organic depot maintenance facility for the following part numbers:

This effort also includes the Depot Capability Assessment which is being synopsized under PSC code B544 and NAICS code 541990 under Solicitation number N68335-15-G-0036.


Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source basic ordering agreement to Martine Baker Aircraft Company Limited as this company is the original equipment manufacturer for the mission seats and is considered the only responsible source capable to provide the technical data, design drawings, provisioning data, unit under test data, training documents, and equipment to stand up the organic depot level repair capability for the P-8A Crew Seating Systems. The Government does not own the technical data required to competitively award this requirement.


All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Responses should reference N68335-15-G-0036A.
