The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, on behalf of the Tennessee Valley Healthcare System (TVHS), is issuing this pre-solicitation notice for the anticipated issuance of solicitation number 36C24918R0399. Said solicitation is intended to illicit proposals for ambulance services at the TVHS. The North American Industry Classification System (NAICS) for solicitation number 36C24918R0399 will be 621910. NAICS 621910 s size standard is $15.0 million dollars. In accordance with FAR 52.204-7, System for Award Management (SAM), all prospective offerors must have an active SAM's registration at the time of contract award.
TVHS, which encompasses community-based outpatient clinics (CBOCs) in Tennessee and Kentucky and affiliated healthcare clinics require contracted ambulance transportation services. Contractor shall furnish all labor, materials, insurance, licenses and equipment to provide safe and comfortable ambulance litter/stretcher transportation on an as-needed basis. The contractor shall be ready to provide services on February 1, 2019 as a fully capable entity with all equipment required up and ready, with trained and certified personnel prepared to respond as directed by TVHS as to what is expected. Ambulance services shall be provided seven (7) days a week, including holidays, to and from locations (i.e. clinics, ward locations, inpatient floors, ICU, patient homes, hospitals, pre-approved fee basis appointments) designated by the TVHS, Nashville or Murfreesboro Beneficiary Travel Office, in accordance with all terms, conditions, provisions and schedules set forth in solicitation 36C24918R0399. Contractor shall assist the patient as needed to access the vehicle for transportation. This may include, but is not limited to bed to stretcher or stretcher to bed transfer when necessary.
Ambulance services shall be provided to all healthcare facilities under the jurisdiction of TVHS, the Nashville VA Medical Center (1310 24th Avenue South, Nashville, TN 37212), the Alvin C. York VA Medical Center (3400 Lebanon Pike, Murfreesboro, TN 37129), and the following CBOCs:

Contractor shall be able to meet the timeliness response requirements to and/or from the above referenced facilities, with most of the ambulance runs at the CBOCs being scheduled non-emergent transports from the residence or unscheduled emergent transports to TVHS or a local community hospital when medically indicated. This solicitation will culminate into an Indefinite Delivery/Indefinite Quantity (IDIQ), Firm Fixed-Price Contract. The duration of the foreseeable contract is anticipated to be four years and eight months in length.
Prospective Offerors must obtain copies of solicitation documents from FedBizOpps (FBO), which will be available on or about October 3, 2018. By registering at FBO (http://www.fedbizopps.gov), offerors will have access to downloading all available attachments. Offerors must be registered in SAM and have a Data Universal Numbering System (DUNS) number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.
Proposals will be evaluated utilizing the Best Value, Lowest Price Technically Acceptable (LPTA) process as defined within Federal Acquisition Regulation (FAR) Part 15.101-2.
