***THIS IS THE OFFICIAL SOLICITATION FOR W91238-18-R-0056, LIVERMORE PHASE B, CONSTRUCT COMMUNITY BASED OUTPATIENT CLINIC AND CENTRAL UTILITY PLANT, STOCKTON, CA***

The Sacramento District of the U.S. Army Corps of Engineers has a requirement for the Department of Veterans Affairs Livermore Phase B, Construct Community Based Outpatient Clinic, and Central Utility Plant, Stockton, CA. The acquisition will proceed using a best-value tradeoff source selection scheme and will result in a design-bid-build, firm-fixed-price construction contract with a period of performance of 960 calendar days after the receipt of Notice to Proceed.


This project is to construct a 158,000 SF Community Based Outpatient Clinic (CBOC) and 3,300 SF Central Utility Plant (CUP), San Joaquin County, Stockton, CA. The CBOC will include Primary and Specialty Clinics, Diagnostic and Rehabilitation, and Support Services. Requirements for the CBOC include construction of the CBOC and CUP facility infrastructure as well as site development work for the Stockton Campus including: both on-site utilities and connecting to off-site utilities, constructing roads, sidewalks, parking; site raise for flood plain mitigation, and landscaping. The project is part of an overall phased campus construction project over multiple years. Portions of the Stockton Campus not included in this project, but impact the CUP portion of this project and are to be fully integrated into the Stockton Campus are: (1) a Community Living Center (CLC) for a bed Nursing Home Care Unit (NHCU) and (2) Engineering & Logistics Building.


The NAICS code associated with this project is 236220, Commercial and Institutional Building Construction. The size standard is $36.5 million.


In accordance with DFARS 236.204(iii), the estimated value of the resulting construction contract is expected to be between $100 million and $250 million.


BONDS: All offerors will be required to submit a bid bond for 20% of their total proposed price or $3,000,000, whichever is less. The successful offeror shall be required to provide performance and payment bonds for 100% of the contract award price.
