This Sources Sought notice is issued for informational and planning purposes only. This is not a solicitation and it does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the services stated in the draft Statement of Work (SOW).

All businesses, large and small, capable of performing the requirement indicated below are encouraged to respond to this notice. The information requested by this notice will be used within the Department of Homeland Security (DHS) to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government.


DHS has identified several requirements for new business applications that will support improved integration and overall efficiency of headquarters business units. Additionally, DHS needs to modernize several of its existing business applications to migrate off unsupported platforms and improve the efficiency of OCIO's application delivery functions. OCIO's intent is to build these applications based on a suite of reusable services.


The DHS Office of the Chief Information Officer (OCIO) is seeking information concerning the availability of highly specialized technical support services to assist OCIO in executing and accomplishing its mission objectives. The key mission objectives are listed below:


• Implement and manage Cloud based commodity computing services.
• Perform end-to-end technical requirements management for enterprise IT services.
• Maintain and track application service level agreements and performance measurement.
• Support government off the shelf (GOTS) / commercial off the shelf (COTS) application integration and interoperability for customer developed components.
• Perform application and service compliance and performance monitoring (e.g. FedRAMP, DHS Directive 4300A, NIST Guidance, Federal Information Security Management Act of 2002 (FISMA), Privacy, Rehabilitation Act of 1973 (a.k.a. Section 508)).
• Plan, develop and manage enterprise application development and delivery.
• Provide an integrated approach to enterprise application capabilities (e.g. user interface, application logic, access to data and security, etc.).
• Perform application delivery and quality assurance including configuration management.
• Provide Strategy, Policy and Governance Support.
• Provide Architecture and Planning Support.
• Provide Development and Implementation Support.
• Provide Strategic Communications Support.
• Provide Operations and Maintenance Support.
• Provide Operations/Database Support.


This sources sought notice is the result of the need to re-compete the existing multiple BPAs identified as the DHS ESDO BPA Technical Support Services contracts. DHS intends to establish multiple Blanket Purchase Agreements (BPAs) under the GSA Schedule 70, Information Technology Professional Services.


The estimated total value of the multiple BPAs is approximately $250,000,000.


In order to identify qualified vendors that are capable of providing architecture, development, and platform technical services, vendors are requested to identify their firm's capabilities and experiences to meet the requirements identified in the key mission objectives listed above, as well as, any specified experience in agile delivery, big data, cloud, cybersecurity and particular agile delivery area (e.g., DevOps) and what experience you have been providing similar services in size, scope and complexity to support the DHS and/or other Federal agencies. When identifying recent and relevant past experience, please provide a minimum of three (3) projects within the past 3 years. The following information shall be addressed in your response:


1. Name of Agency
2. Point of Contact (name, title, phone and email address)
3. Contract/Task Order Number
4. Contract Type
5. Period of Performance
6. Total Contract Dollar Value
7. Scope of Contract/Task Order
8. Brief description of the work completed and capacity to staff and management of the contract requirements.


In addition to your technical capabilities, responses must include the following information:


1. Name and address of Company;
2. Points of contact including phone numbers and e-mail addresses;
3. DUNS number and North American Industry Classification System (NAICS) codes;
4. Business size, large or small business including socio-economic category (e.g. HUBZone, 8(a), WOSB, SDVOSB etc.); and
5. General Services Administration (GSA) Schedules Contract number (including Special Item Numbers) under which your company can provide the services described in this notice.


The capability statement shall be a maximum of four (4) pages. Submissions shall be made using Microsoft Office applications. The cover sheet shall not be included in the page limit. Font shall not be smaller than 12-point Times New Roman. The subject line of the e-mail shall state: Response to Sources Sought Notice for DHS OCIO ADaPTS. Questions to this notice shall be submitted to the above emails NLT 12PM EST, August 11, 2017.


Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
