This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice serves as a Sources Sought in support of market research and/or planning purposes only and does not constitute a solicitation. This notice is not a confirmation that the Government will contract for the items or services contained in the sources sought, nor is any commitment on the part of the Government to award a contract implied. This notice does NOT constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The Government shall not pay and/or reimburse respondents and/or associates for any costs incurred to submit the requested information. All information received in response to this sources sought that is marked Proprietary will be handled accordingly. In accordance with FAR 15.201(c), response to this sources sought is not offers and cannot be accepted by the Government to form a binding contract.

STATEMENT OF WORK
Heterotrophic Plate Count Water Sampling

INTRODUCTION: This service is for water quality testing for dental clinic chairs and tubing to ensure safe dental unit water according to established recommendations and guidelines.

BACKGROUND: It is the policy of the dental section to provide the safest possible environment of care to patients. Optimum dental water quality is an essential part of this process. The U.S. Centers for Disease Control Prevention (CDC) and VA Butler Healthcare guidelines is less than 500 CFU/ml.

SCOPE OF WORK Water samples will be collected and obtained from forty eight (48) water sources in the dental clinic. Two (2) employees from the vendor will need to come in on-site to perform the sampling. The vendor will provide sterile specimen collection containers for the testing. The vendor will perform hand hygiene, apply clean gloves and wipe all water sources down with alcohol wipes prior to starting the testing and then discard gloves.
Vendor will perform hand hygiene and apply clean gloves, and will remove the lid from the specimen container, placing lid upside down on a clean surface being careful not to touch the inside of the lid. The vendor will collect water (first draw) from the dental unit source; not touching the inside of the container, and will then replace the lid, securing tightly to prevent leaking. The vendor will clearly label the specimen container with date, time, and chair number, discard gloves. The vendor will take to their laboratory for testing.

The water testing will be performed every quarter on-site at the Butler VA Dental Clinic. The testing dates will be coordinated with the Dental Clinic supervisor and designee. The vendor will be on-site at 7:00am to take samples, before the clinic is operational for the day.

The water samples will be collected in the two months following award of contract and quarterly thereafter.

A report will be sent via electronic email to the dental supervisor and or designee at the completion of the testing. The report will summarize the findings as well as provide details and testing sources. The results of sampling will be presented in colony forming units (CFU). Any report with a count greater than 500 CFU/ml will be reported to the Chief of Staff and Infection Control Coordinator. The following steps will be taken:
-Immediately stop use of the dental unit
-Perform shock treatment on the dental unit waterlines. (following A-Dec manufacturer instructions)
-Re-run the water quality testing the day after the shock treatment and follow routine collection directions.


STATEMENT OF WORK PART B WORK REQUIREMENTS

The vendor:
Will obtain water samples from forty eight (48) water sources within the dental clinic at the VA Butler Healthcare Center. The collection date will be coordinated between the vendor and the VA Butler Healthcare supervisor or designee.
The vendor will obtain water samples from Butler VA on 353 North Duffy Road Butler, PA 16001. All samples will be labeled on site. The following equipment and follow the appropriate steps in obtaining water samples:
Operatory 1 Room 1DT001 - two Air Water lines, two High Speed Drill lines, one High Speed Drill with Fiber optic light line and one Cavitron line
Operatory 2- Room 1DT002 two Air Water lines, two High Speed Drill lines, one High Speed Drill w/ Fiber optic light line and one Cavitron line
Operatory 3- Room 1DT003 two Air Water lines, two High Speed Drill lines, one High Speed Drill w/ Fiber optic light line and one Cavitron line
Operatory 4 Room 1DT004 two Air Water lines, two High Speed Drill lines, one High Speed Drill w/ Fiber optic light line and one Cavitron line
Operatory 5 Room 1DT005 two Air Water lines, two High Speed Drill lines, one High Speed Drill w/ Fiber optic light line and one Cavitron line

Perform hand hygiene and apply clean gloves, remove the lid from the specimen container.
Placing lid upside down on a clean surface being careful not to touch the inside of the lid
Collect water (first draw) from the dental unit; do not touch the inside of the container.
Replace lid, securing tightly to prevent leaking
Clearly label the specimen container with the date, time, and chair number, discard gloves
Take the specimen to the laboratory for testing
Report laboratory results in colony forming units (CFU) to the Butler VA supervisor as soon as
results are in
