REQUEST FOR INFORMATION

1.0 DESCRIPTION
1.1 Commander, Navy Installations Command (CNIC) in support of the Support Services Project Management Office (N94 PMO) is seeking three vendors to provide cloud Software as a Service (SaaS) project management software overview for an audience of professionals in construction, information technology, marketing, and training. The intent of the overview is to inform this team of SaaS project management system offerings.


1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.
This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Non-Appropriated Fund Instrumentality (NAFI) to contract for any supply or service whatsoever. Further, the NAFI is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the NAFI will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.


2.0 BACKGROUND


Commander, Navy Installations Command, Fleet & Family Readiness (CNIC F&FR) Department located in Millington, Tennessee, is the U.S. Navy's non-appropriated fund (NAF) program manager for a variety of recreational, social, and community support programs for Navy personnel, their dependents, and other authorized patrons worldwide. The primary programs provided through CNIC F&FR are revenue generating including food and beverage operations (clubs, restaurants and snack bars), specialty retail (bowling pro shop, golf pro shop, auto hobby, crafts, recreation), lodging (official and recreational) and programs (golf, marinas, tickets and tours, movies, child care, sports, fitness, and youth activities). There are currently over 100 installations among 11 regions around the world to be affected by this project along with CNIC F&FR in Millington. CNIC F&FR N94 operates a global network supporting enterprise resource planning, timekeeping, point of sale, and program management systems.
2.1 Period of Performance: June 5, 2017 to July 31, 2017


2.2 Limitations: Only vendors with currently at least 100,000 clients will be considered. Vendors will preferably have FedRamp accredited applications.


2.3 Security Requirements: Not applicable.


3.0 REQUESTED INFORMATION


Vendor shall indicate their ability to provide:


• An online demonstration for approximately 10 business professionals of SaaS project management software having the following functionalities:


o An enterprise-wide system supporting different project categories (e.g. technical teams, project management office, marketing, construction, acquisitions, etc.)
o Client customizable screens and required fields can be different based on the project category
o System must support organizational structure for reporting
o System must support user authorization roles
o Robust access controls and constraints based on roles and projects
o Reporting capabilities for categories and/or organizational units
o Five (5) levels of ownership (by HQ, Region, Installation, Program, Sub-program, name)
o A web-based system that can import/export files with Microsoft Office
o Cloud-based storage and file-sharing capabilities with required security protocols
o A user-friendly interface featuring at-a-glance, user-defined key performance indicators
o Auto-notification of assignments via email and text
o Work Breakdown Structure (WBS) capabilities including hours tracking
o Dashboard reporting capabilities
o Ability to work offline (e.g. store client information in a tablet and sync w/app)
o Attach documents to individual records
o Attach and store large files (GB) such as CAD renderings
o Ability to provide extract/interface to an automated procurement system
o Work flow capabilities for reviewers and approvers
o End User and Administrator training
o Helpdesk support
o Inventory/Asset Management Capability (t-shirts, posters, banners, laptops, cell phones, external drives, etc.)
o Ability to scan directly into the app
o Track depreciation
o Implementation support
o Complies with government security and must obtain all necessary DOD accreditation
o Satisfies section 508
o NO PRICES WILL BE DISCUSSED during this information sessions


• If a vendor cannot demonstrate all functionality listed above, please provide list of functions that will be excluded from the demonstrations.


4.0 RESPONSES


4.1 Only three (3) vendors will be selected to present to the group. Selection criteria shall include, but not be limited to:


1. Prior ability to deliver the functions listed above documented in case studies.
2. Current number of subscribers


Interested parties are requested to respond to this RFI with the following:


1. A case study or whitepaper describing how the service delivers all or some of the functions listed above.
2. Dates for online deomnstrations that shall not be planned to exceed one (1) hour. Must between June 5, 2017 and July 31, 2017 and between the hours of 8:00am - 4:00pm CST.


5.0 INDUSTRY DISCUSSIONS


CNIC representatives do not anticipate meeting with potential offerors prior to demonstrations. However, the NAFI may request clarification to determine potential offerors ability to supply the NAFI's requirements.


6.0 QUESTIONS

7.0 RESPONSE DATE


The response date for this Request for Information is May 30, 2017. No collect calls will be accepted. No telephone request or written request for market surveys will be accepted.


8.0 SUMMARY


THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify resources that can provide online information sessions during June and July 2017 for an audience of approximately 10 professionals. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
