Sources Sought Notice For Test Services

The U.S. Army, Army Contracting Command (ACC) Joint Munitions & Lethality (JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of the Explosives Technology and Prototyping Division at the US Army Armaments, Research, Development and Engineering Center (ARDEC), is contemplating award of a competitive indefinite delivery/indefinite quantity contract for the demonstration, characterization and performance evaluation of weapon systems, ammunition, and associated components up to and including 5000 pound bombs. The systems of interest will be Arms Ammunitions & Explosives (AA&E) Category 2 and will required detailed performance testing. All assets required will be stored at the contractor location and will be shipped from locations across the US. The main tests of interest for performance are direct fire gun launch, arena testing or the equivalent, blast testing as well as handling. The safety of these weapon and weapon subsystems is also of interest and will need to be evaluated against multiple threats including but not limited to bullet/fragment attack and thermal insult. There is also interest in conducting life-cycle evaluation of the systems and analysis of damage due to heat, vibration and the combination of the two. Testing and characterization would be, as applicable for each awarded task, in accordance with TB 700-2, MIL-STD-2105D, MIL-STD-810G, MIL-STD-331C, MIL-STD-167-1A, MIL-STD-901D, MIL-STD-461F, MIL-STD-464C, FM 101-51-3, and ITOP 4-2-813. All testing shall occur at the contractor's location. Security Classification: The security classification level for this effort is SECRET. However, not all tasks awarded under this contract will be classified. Classification will be determined on a task basis and at the direction of the Contracting Officer's Representative.

Vendor Questionnaire: The purpose of this questionnaire is to obtain information from industry to assist in the market research. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by identifying the following items:

6. Commerciality: (a.) Our product as described above, has been sold, leased or licensed to the general public (b.) Our product as described above, has been sold in substantial quantities, on a competitive basis, to multiple state and local governments. The development of the product was done exclusively at private expense. (c) None of the above applies. Explain.
7. Location where primary work will be performed (if more than one location, please indicate the percentage for each location).
8. Major partners or suppliers.
9. Identify existing facilities, equipment and workforce (identify what percentage would be supporting this new effort and what additional resources would be required).
10. Description of technical approach to address this Sources Sought Notice.
11. Summary of past experiences covering the last five (5) years.
12. Identify manufacturing, managing and engineering experience of like systems of equal or greater complexity.

This is a sources sought notice only and should not be construed as a Request for Proposal or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. Offerors are directed to NOT submit proposals at this time. All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published and more detailed technical requirements will be provided.
