THIS IS A PRE-SOLICITATION NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential Offerors that the Resident Officer in Charge of Construction Camp Lejeune intends to solicit bids and award a firm-fixed price contract to complete project 160074 Demolish Central Heating Plant, Steam Piping, and Steam Pits, MCBCL and MCASNR.

Based on market research results, this procurement will be solicited as full and open competition. NAVFAC MidbAtlantics Office of Small Business Programs and the Small Business Administration also concurs with the determination to solicit as a full and open competition.

The work includes, but is not limited to, the complete demolition of building 1700, which is approximately 42,000 square feet at Marine Corps Base Camp Lejeune.
The work also includes the demolition of steam piping, steam pits, and the central steam plant at Marine Corps Air Station New River. The proposed Contractor will provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements of the contract in accordance with industry standards. This work shall be completed within 360 days of the effective award date of the contract.
The procurement method to be utilized is FAR Part 14 Sealed Bidding and the estimated cost for this procurement is more than $10,000,000.00.

The proposed contract listed here is solicited as a small business set-aside and is therefore subject to Federal Acquisition Regulation clause 52.219-6.
The NAICS Code for this procurement is 238910 and the annual size standard is $15,000,000.00.

This is a new procurement. It does not replace an existing contract. No prior contract information exists.

Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available, free of charge. Plans, specifications, and drawings will be available for electronic download on or about 18 August 2018. Bids will be due on or about 17 September 2018 at 14:00 PM.

Offerors shall submit with their offer a bid bond of 20% of the amount of their proposal.
