The U.S. Army Contracting Command - Rock Island (ACC-RI), Rock Island, IL on behalf of the Project Director Demilitarization, Picatinny Arsenal, NJ, and Joint Munitions Command (JMC) Rock Island, IL is conducting market research to identify contractors with existing capabilities, experience, and expertise for Demilitarization (demil) and Disposal of up to 1,500,000 each 25mm and 30mm cartridges and related packaging material. Interested contractors shall demonstrate that they currently possess all necessary environmental licenses (permits), experience and capability, along with the personnel to perform demil of these items.


25mm and 30mm cartridges consist of a cartridge case, primer, propellant and projectile. The cartridge case is metal, generally aluminum or steel, and weighs around 60 - 225 gm, respectively. Primers contain a small amount (3.4 gr) of Lead Styphnate & Barium Nitrate blend. The propellant (90 gm) is typically single based but can be double based. The projectiles are filled with high explosive, generally PBXN-5 or RDX. The amount of high explosive ranges from 12 - 30 gm depending on the size of the round. The entire cartridge weighs between 0.85 - 1.3 lbs. It is between 8.6 - 11.4 inches in length. Packaging varies by item but is typically packed greater than or equal to 50 cartridges to a metal can (often with links) with 20 metal cans to a pallet. Along with banding steel and other assorted packaging material, a full pallet weighs approximately 2000 lbs.


Demil is defined as the act of eliminating the functional capabilities and/or inherent military design features from Department of Defense (DOD) personal property. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, etc. Demil is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the United States.


Open Burning and/or Open Detonation (OB/OD) are not permitted technologies for any end item(s) or component(s).


Interested sources shall provide responses that contain the following information:


a. Name of company and CAGE code;
b. Point of Contacts name, telephone number and E-mail address:
c. Company address
d. Business size information;
e. Identification of whether you are interested in this opportunity as a prime or a subcontractor;
f. A brief summary of the company's capabilities (to include descriptions of facilities, equipment, skills and personnel) experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the demilitarization and disposal of 25mm and 30mm cartridges. Confirm adequate storage facilities are available to secure all U.S. Government property, which may be provided to accomplish this task. Storage facilities must meet requirements of DOD 5100.76M for categorized sensitive ammunition;
g. Confirm if all necessary licenses and permits are in place, if not; provide estimated timeframe to obtain such.
h. Details regarding experience with similar efforts/items;
i. Identification of potential sources for major subcontractors if the source intends to utilize a subcontractor(s);
j. Identification of additional equipment needed, lead time to obtain and install such equipment.


Please include any assumptions made, recommendations regarding price range breaks, or any additional information you feel might be useful to the U.S. Government if they choose to go forward with an RFP.
