The United States Agency for International Development through its Mission in the Philippines (USAID/Philippines) is soliciting proposals from qualified organizations interested in providing technical services for the activity titled, "Delivering Effective Government for Competitiveness and Inclusive Growth (DELIVER)". The applicable geographic code for this procurement is 937, and the North American Industry Classification System (NAICS) code is 541990.


The DELIVER activity aims to strengthen government functions and improve government capacity needed to advance the country's international competitiveness and boost overall trade and investment, with particular focus on small and medium enterprises. Job and income growth depend on the quality and capacity of public sector institutions, as well as government policies and regulations, to support private enterprise growth. This activity supports improvements in domestic resource mobilization, public financial management, infrastructure provision, and measures to enhance productivity of small and medium enterprises.


USAID/Philippines anticipates awarding a combination of a Cost-Plus-Fixed-Fee (CPFF) completion type - IDIQ contract as a result of this solicitation. The estimated period of performance for the CPFF completion portion is four (4) years (Base Period) with one (1) Option year, and five (5) years for the IDIQ portion. The estimated total cost plus fixed fee for the entire award is $15,000,000 - $19,800,000. Offerors must propose realistic and reasonable costs for the work described in their proposals. USAID/Philippines encourages the most effective approach for achieving the expected results.


This procurement will be conducted under full and open competition procedures for which the Federal Acquisition Regulation (FAR) Part 15 procedures for contracting by negotiation will apply. USAID/Philippines encourages the participation, to the maximum extent possible, of small business concerns, either as the prime contractor or subcontractor. USAID/Philippines also encourages proposals that include partnerships of teams - prime contractor or subcontractor - with international or local partners.

If USAID/Philippines receives substantive questions that affect the solicitation or necessitates changes to the closing date, time, or other aspects of the RFP, USAID/Philippines will amend this solicitation. The amendments will be posted on the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Offerors are strongly encouraged to check the FBO website periodically as acknowledgement of any such amendments is required to accompany the offeror's proposal.
