This is a Request for Proposals from the City of Grain Valley Public Works Department Utility
Billing Division, hereinafter referred to as the City, to contract with a collection agency,
hereinafter referred to as the Agency, to collect past-due debt. The Agency must enforce
payments while adhering to the integrity and customer service standards of the City. Extensive
government and municipal collection experience is preferred.
