"1) INTRODUCTION: The City of Dearborn (City) and its Water and Sewerage Division is releasing
this RFP in order to obtain proposals from qualified consultants to perform the following services:
a) Perform a comprehensive study of the Citys water & sewer rate structure; and
b) Development of an appropriate utility rate structure for the City, including a cost recovery
