Construction Indefinite Delivery Indefinite Quantity

THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract for the Department of Veterans Affairs, Office of Construction & Facilities Management, Central Regional Office and Office of Information & Technology. Tasks under this requirement shall be performed in selected VA facilities located around the continental United States, in Alaska, and in Hawaii, as well as in limited overseas locations (Philippines, Guam, American Samoa, US Virgin Islands, and Puerto Rico). The firms must be a Construction Firm with an approved NAICS Code of 236220.
The determination of acquisition strategy for this acquisition lies solely with the government.
This market research is for a multiple award firm fixed-price IDIQ contract with a maximum amount of $7,000,000 each award with a base one year period and four (4), one year options. The firms must be capable of responding to and working on multiple task orders concurrently. Project sites will be located within the region specified above.
The Contractor shall provide general support services necessary to allow the Government to consolidate and/or close existing Agency enterprise datacenters while still providing the affected physical locations with appropriate residual infrastructure services to allow minimized local IT operations capabilities. Task orders shall be developed to support an indefinite quantity of Government-approved consolidations and closures through the performance period
The scope shall include but not be limited to:
Detailed development and coordination of individual site transformation plans.
Ongoing coordination between the Contractor, OI&T project team, and affected consolidation site staff throughout each project.
Decommissioning, uninstallation, packaging, removal, transportation, and disposal of infrastructure equipment.
Removal and disposal of waste generated by the transformation efforts.
Physical relocation of residual IT and electronics equipment to the minimum necessary operational footprint.
Relocation and installation of physical security partitions.
Procurement and installation of appropriately-sized replacement infrastructure equipment to support the future state of each transformed facility.
Detail cleaning and preparation for transformed facility handover to affected consolidation site staff.

When ordered, the Contractor shall provide services at the affected consolidation site in order to meet the Government s defined end state for the facility. Individual task orders shall provide details of the facility, equipment, equipment disposition plan, affected consolidation site points of contact, and future state of the facility and residual equipment and systems.


All interested businesses are encouraged to respond to this announcement no later than January 18, 2017, 4:00 PM EDT, by submitting all requested documentation listed below via E-mail to gerald.brusaw@va.gov and on the Subject Line insert Construction-IDIQ (Company s Name).
Interested parties should register as an interested vendor and submit a capabilities package demonstrating the ability to perform work listed above. Packages should include the following information: (1) Completion of the attached survey, (2) A positive statement of your intention to submit an offer for this requirement as a prime contractor and/or teaming partners, (3) Demonstration of your firms experience converting functioning data center space into basic, unfinished space that meets minimum code requirements within the past five years, by listing the actual projects completed. Provide the following: a brief description of the work performed to include project title, dollar amount and which functional areas were self-performed; a customer contact name, phone number, and email for a customer knowledgeable of the work completed and (4) A positive statement of your firms ability to work nationwide.
Any Pre-solicitation published as a result of this market survey will be synopsized and posted at http://www.fbo.gov under a separate pre-solicitation announcement.
Please note that this is not a Request for Proposal and the Government is seeking information for market research purposes only. The Government may or may not issue advertisements for the above Construction services.
