Database development for the JMSDFC C-130R Flight Data Recorder System
The Naval Air Systems Command (NAVAIR) intends to enter sole source negotiations with L-3 Aviation Recorders for the development of a Read Out Support Equipment (ROSE) configuration database for JMSDF C-130R Flight Data Recorder (P/N 2100-3083-00), installation of/and facilitate training of the ROSE. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government procured an L-3 flight data recorder (FDR) (P/N 2100-3083-00) under sole source direction by international agreement, under contract N68335-13-C-0212. The ROSE database is specific to this FDR. Therefore, L-3 is the only company that can develop this database and provide training and installation services.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement.
