The Centers for Disease Control and Prevention intends to award a sole source firm fixed contracts to University of Texas, Baylor Medical Center, and MD Andersonfor Data acquisition for invasive mold infections in hurricane impacted areas post Hurricane Harvey. Houston has three major flagship hospitals covering all of the Houston metropolitan area (University of Texas, Baylor Medical Center, and MD Anderson). These three hospital systems serve as the flagships for with all of the smaller community hospitals feed into. The Flagship hospitals are the only ones that perform stem cell and organ transplants. These are the greatest conditions for developing invasive mold infections.

CDC fungal experts hypothesize that due to weather events such as hurricances, there are increase incidents of disease associated with mold. The likely populations impacted are immunocomprised and lack appropriate personal protection to mold infested areas, (i.e water damaged homes). CDC aims to offer recommendations for interventions and precautions for individuals following the natural events to reduce these types of diseases. To that end, in October 2017 following Hurricane Harvey, CDC conducted an EPI-AID in Harris County to begin understanding these risks. To close this knowledge gap, we need to evaluate clinical fungal cases of patient seen in acute care hospitals before and after a major hurricanes. Baylor Medical Center is the only source for clinical data from Baylor St. Lukes Medical Center and Harris Health Ben Taub Hospital. MD Anderson is the only source for clinical data for patients being attended to at this institution. And, The University of Texas is the only source for clinical data from Lyndon B. Johnson Hospital and Hermann Memorial City Medical Center. This medical institution is located in Harris county which is an area where 4.7 million people were affected.


These contract actions are for supplies or services for which the Government intends to solicit and negotiate with only one source each under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.


This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete these proposed contracts based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
