The Centers for Disease Control and Prevention (CDC), Center for Global Health (CGH), Division of Global HIV/TB (DGHT) has a requirement for Data Sharing and Archiving Support and intends to negotiate a sole source contract with University of Michigan, Inter-university Consortium for Political and Social Research (ICPSR) to support compliance with the CDC policy on Public Health Research and Nonresearch Data Management and Access. Tasks to be performed includes: Project Management, Support Services for Review of Scientific Data, Technical Assistance Support, Reporting and Analytics and General management consulting activities, which will enable the management and facilitation of public access to DGHT funded public health data.

ICPSR is an international consortium that provides leadership and training in data access, curation and methods of analysis. ICPSR also maintains a data archive of more than 250,000 files of research. ICPSR leads many policy initiatives that guide the field of data stewardship.

The use of other than full and open competition for this acquisition is conducted under the authority of 41 United States Code (U.S.C.) 3304(a)(1) as set forth in Federal Acquisition Regulations, Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a Capability Statement demonstrating their abilities to meet this requirement. All responses will be considered. All Capability Statements shall be received by the closing date of this synopsis and shall be submitted in writing. Responses may be sent via email to luw9@cdc.gov.
