The Bureau of Labor Statistics (BLS) needs a contract to host a modern stable platform that provides approved researchers with access to restricted BLS data in a secure virtual data enclave that is CIPSEA and FISMA compliant. It shall also allow for disclosure review of researcher output files, and provides technical support and secure access to software for users. The Government shall exercise control over contractor access to BLS confidential information. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.  See Performance Work Statement (PWS) in Section C - Description/Specifications for more details.




This solicitation, 1625DC-19-Q-00029, for commercial services is prepared in accordance with the format in subpart 12.6, as supplemented with additional information attached to this post. This announcement constitutes the only solicitation and responses are being requested.  This solicitation is unrestricted and is being issued under NAICS 518210 - Data Processing, Hosting, and Related Services (Size Standard of $32.5 Million).




BLS intends to award one contract resulting from this solicitation to the vendor whose quotation conforms to the solicitation and represents the best value to the government. Evaluations will be performed in accordance with 52.212-2 -- Evaluation -- Commercial Items and additional criteria outlined in Sections L and M.  Offerors will be evaluated in accordance with the following factors:  Factor 1- Experience, Factor 2 – Security Review, Factor 3 - Technical Capability, Factor 4 - Past Performance, and Factor 5 – Price through a two phase process.  The initial response shall consist of only the Cover Letter and Volume 1 – Experience.  After assessing Volume 1, BLS will request all Offerors that are likely to be further considered for the contract to submit the remaining Volumes: 2 – Security Review, 3 - Technical Capability, 4 - Past Performance, and 5 - Price. 

 

The deadline for all questions 3:00 PM Eastern August 21, 2019. The due date and time for the initial response is indicated in field 8 of Standard Form 1449 and is 3:00 PM Eastern August 28, 2019. All questions and responses shall be sent to Jason Liu at liu.jason@bls.gov and Marsha Daniels at daniels.marsha@bls.gov. Telephonic inquires will not be accepted.




BLS will contact the Offerors directly via email regarding the second response. The due date and time for the second response will be determined at a later time and is projected to be no fewer than ten business days. 




In accordance with 52.212-1, Instructions to Offerors, paragraph (f), quotes received after the established closing date will be viewed as late, and therefore not considered. Contractors must follow the instructions including 52.212-1 and the supplemental instructions. Contractors can either fill provision 52.212-3 - Offeror Representations and Certifications-Commercial Items, or reference the certification in the System for Award Management System (SAM). Clause 52.212-4 - Contract Terms and Conditions, applies to this solicitation.
