1. Introduction/Purpose:
The Federal Aviation Administration (FAA) has identified the need to modernize the Airport Surveillance Radar b Model 9 (ASR-9) Data Communication Equipment (DCE). This market survey is issued in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. The purpose of this market survey is for the Government to gain an understanding of the marketplace to identify large and small businesses capable of providing the subject requirement. Interested offerors are encouraged to respond to this market survey in accordance with the instructions herein.

Due to obsolescence issues, legacy serial synchronous data modems and modem switching control equipment are being replaced with Commercial-Off-The-Shelf (COTS)/Modified COTS Internet Protocol (IP) based equipment. Two of the five elements of the DCE modernization effort are applicable to this market survey.

The DCE Modernization effort from a vendor perspective consists of mechanical and electronic assembly work, as well as, procuring, grouping, and packaging into two kits (Base Installation Kit and Remote Installation Kit). A bkitb is defined as an assembly consisting of multiple components/parts that, when assembled and integrated as a unit, meet specific physical, functional and performance parameters. The vendor is anticipated to procure ancillary parts to include modules and sub-assemblies, perform mechanical and electronic assembly, package into kits, and ship them to the FAA Logistics Center after FAA approval of First Article units. The use of Commercial-Off-The-Shelf (COTS) components will be required to the maximum extent practicable. This market survey announcement applies to the following two (2) kits:

1.    Local Installation Base Kit: 140 each
2.    Remote Installation Base Kit: 174 each

2. Incumbent Contractor:
There is no contractor currently supplying this requirement to the Government.

3. Nature of Competition:
The Government has not determined the acquisition strategy for the procurement at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to the market survey.

4. Standard Language:
Interested industry respondents are advised that:
(a)    This is not a Screening Information Request or Request for Proposals of any kind;
(b)    The Government is not seeking or accepting unsolicited proposals;
(c)    The Government will not pay for any information received or costs incurred in preparing the response to the market survey; and
(d)    Any costs associated with the market survey submittal is solely at the interested vendorbs expense.

The NAICS code projected for the procurement is: 334418

6. Submittal Requirements for Market Survey:
In addition to the format instructions for responses contained in the next section, interested industry respondents must respond to each of the questions below:
b"    Does your company have electronic assembly and mechanical assembly experience with electronic, electrical, mechanical, and network/IT devices to include mounting, integration of modules, sub-assemblies, power supplies, and cable assemblies into mechanical cabinet frames or housings such as sub-racks? Provide three (3) past performance examples of technical expertise and/or experience to include: customer name, type of electronic and mechanical assembly work performed, quantities manufactured, and period of performance.
b"    Does your company have experience kitting of electronic assemblies and selected electrical components which also may include repackaging of components? Provide three (3) past performance examples of technical expertise and/or experience to include: customer name, type of kit(s), quantities manufactured, and period of performance.
b"    Do you have a current Quality Assurance Plan (QAP) and use a QA process? Provide a copy of your QAP and a certificate documenting your Quality Assurance process in place.
b"    Describe your company supply chain management process. Specifically, how does your company ensure that customer-defined requirements translate into sourcing, tracking, and delivery of required components.
b"    Does your company have experience performing electronic assembly for the U.S. Government? If so, describe the nature of such experience and identify the agency or military branch, program name, contract number, and period of performance.
b"    Provide a Rough Order of Magnitude (ROM) to include a unit price estimate for First Article, and Production deliverables for Government planning purposes only. The ROM at a minimum must separately itemize First Article and Production Unit costs for: material and parts (see Section 10, Attachments), labor, overhead, and profit
b"    Identify any warranty policies and quantity discounts offered
b"    The Government required delivery schedule for both kits consists of the following:
1.    First Article deliverable: 90 calendar days after Contract Award
2.    Production deliverable: 60 calendar days after Government acceptance of First Article deliverable
Can the Offeror meet the Governmentbs required delivery schedule? Provide a brief (maximum 3 pages) plan for achieving the First Article and Production delivery schedules.

8. Delivery of Submittals:
The electronic response submitted by interested offerors should be in a Portable Document Format (PDF) or Microsoft Word format. Submission should not exceed fifteen (15) pages in length and the pages should be single-sided. The Business Declaration Form is NOT included as part of the 15 double-spaced, single-sided pages. Page size must be 8-1/2 by 11 inches with one (1) inch margins. The text font must be in Times New Roman twelve (12) point or larger. Please note that the FAA email server restricts file sizes to 10 MB per email. Larger files must be submitted in more than one email.
