This Sources Sought Notice is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR).

This announcement does not constitute an Invitation for Bids, a Request for Quote or a Request for Proposal and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice cannot be accepted as offers. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Nothing in this announcement constitutes an obligation on the part of the U.S. Government, nor is the Government tasking any source to develop any technologies described herein.

Purpose: Request for Information - The Army issued a contract in December 2014 to provide Data Services to US Army Aberdeen Test Center (ATC), a subordinate activity of the US Army Test and Evaluation Command (ATEC). ATC is searching for potential sources that are capable of performing Data Services for a new contract starting on 1 January 2017, with a base period of performance of 6.5 months, and a 45 day option period. The intent of this RFI is to gauge industry/small business interest, capabilities and relevant experience to support ATC‘s major test mission areas of automotive, firepower, survivability/lethality, and the warfighter as it relates to data service functions to include data collection and coordination, data compilation, data transcription/processing, review and reporting, test monitoring, technical writing and editorial review, on a wide variety of automotive, combat, electronic, general equipment, and ordnance materiel undergoing extensive testing; in addition, range scheduling support, word processing, and other support services.


Major Data Services: Perform work in fields such as data collection, technical writing, editing, word processing, and other professional services including range scheduling support. Listed below are the expected major functional areas for which contract support will be required.
Interested sources must submit a package demonstrating their relevant experience and ability to provide services in this RFI.


1. Data Collection Services. Monitor, collect, and record all mission performance, vulnerability/lethality, Reliability, Availability, Maintainability / Integrated Logistics Support
(RAM/ILS), ballistics, daily operational data and any other test event data.


2. Technical Writing Services. Perform technical writing functions to include creating/compiling/organizing contents, researching, tables, publications, databases, multimedia formats, writing, formatting, editing, and/or proofreading technical and non-technical documents that may include, test plans, detailed test plans, interim data reports, final test reports, test records, event records, associated routing documents, Test Operations Procedures (TOPs),
International Test Operations Procedures (ITOPs) and technical briefings.


3. Range Scheduling. Coordinate scheduling requirements for operational resources, e.g., (facilities, equipment, personnel, and skills) of Aberdeen Test Center (ATC); validate test schedules for resources associated with testing of firing systems/ammunition, for testing of automotive materiel, for range training activities, and for non-firing mission requirements.


The reponderance of work is under the primary North American Industrial Classification System (NAICS) code of 518210.


Any eventual solicitation would require active registration. SAM registration can be found at https://www.sam.gov.

Please provide whitepapers, commercial pamphlets, or any other documentation that would describe the company's ability to meet the above requirements. Please identify your company's CAGE code, and if applicable, small business size status. Please identify elements of the work which cannot be completed with your in-house resources, and would require subcontractor support. Please indicate whether your company can provide employees who are US citizens and currently hold a SECRET facility clearance. All interested sources should provide the requested information in Microsoft Office Word format. Submissions shall not exceed 10 pages. All interested sources should provide the requested information regarding this notice NO LATER THAN 2:30PM EST, on 18 December 2017 to Ms. Roxanne Barbaris at: roxanne.barbaris.civ@mail.mil. Responses received after 2:30PM EST, on 18 December 2017 may not be considered in the Government's market research. For questions, potential respondents shall email Ms. Roxanne Barbaris at the aforementioned email address. The Government will review submissions as they are received. The majority of the work will be performed at Aberdeen Proving Ground, Maryland, but work may take place at other locations as necessary.
