The University has implemented Oracle/PeopleSoft's Finance and Human Capital Management (HCM) applications to support the ERP needs of the campuses and the Chancellor's office of the University system. The implementation of Oracle/PeopleSoft's Finance and HCM applications at the University is called the Common Management Systems (CMS).

Starting in July of 2010, the University began the consolidation of the Finance systems for 22 campuses and the Chancellor's Office into the Consolidated Finance System (CFS) of the University . The CFS consolidation is on schedule to be completed in July of 2011. Upon completion, the University will operate a single Oracle/PeopleSoft Finance environment to support all CMS implemented campuses within the CSUUniversity

Currently, the application software is hosted at an outsourced Data Center managed and operated by Unisys Corporation in Salt Lake City, Utah. The current outsourcing contract for Data Center Services with Unisys Corporation expires on April 30, 2012.

A centralized CSU support staff (CMS Central), housed at the Chancellor's Office, manages applications development and operations, and provides campus support. Campuses manage their respective campus data, related business processes, local report development, and security administration for the PeopleSoft administrative systems.

Anticipating the expiration of the current contract, the CSU is looking at alternatives for the provisioning of data center services and support for CMS. To this end, this RFI solicits responses from qualified contractors for suggested solutions to address future CMS data center services needs.

The CMS applications, processes, and services are critical to the achievement of the mission of the CSU. The CSU is looking for solutions that will provide the reliability and scalability required by an evolving, mission-critical system, and allows the CSU to focus on its core mission while containing costs associated with the ongoing system and application maintenance requirements of CMS. The CSU is interested in learning about all potential options and is especially interested in learning how "cloud" services such as Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS) might be utilized to support CMS.
