The U.S. Army Contracting Command (ACC) of New Jersey has a FY19 requirement for a This is not a request for proposal or request for quote. This sources sought/pre-solicitation notice in no way binds the government to solicit or award a contract. No solicitation exists at this time and proposals are being requested or accepted with this notice. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. The information
provided in this notice is subject to change and is not binding on the government.

1. Potential contractors capable of satisfying the subject requirement for the purchase of a worldwide web-based access to a reliable and searchable dark web content database service. The software must be able to provide the following:
(a)Software must be web-based, no hardware or software to install.


(b)Must provide near real-time dark web content
Must be able scrape dark web data automatically and continuously


(c)Must collect from multiple websites, TOR, IRC channels, hacker forums, I2P, and ftp servers


(d)Must have search and alert features


(e)The service should be 28 CFR Part 23 compliant


(f)Technical helpdesk support must be provided to Government users during business hours Monday - Friday.


ACC is seeking the following information:


2. Potential Respondents shall describe how they would propose to successfully provide the above
supplies/support, assuming that all supplies/supports provided by Respondent would be accomplished in
accordance with all applicable U.S. laws, regulations, policies, and procedures.


3.Potential Respondents shall provide any and all authorized re-sellers of the above products. Proof of
qualification should be addressed in the response.


4. A tailored capability statement between one and five (5) pages that addresses how the proposed solution can
meet the above request. Any documents must be submitted in electronic format (i.e. Microsoft Word or Adobe Acrobat compatible) to the Contracting Officer and Contract Specialist stated below.


Potential Respondents/Teaming Partners must be registered on the Central Contractor Registration in the System


for Award Management (SAM) database and the online representation and certification application must be
activated. For SAM registration, please visit online - https://www.sam.gov/portal/public/SAM.


Responders are advised that the U.S. Government will not pay any cost incurred in response to this sources
sought/pre-solicitation and all costs associated with responding will be solely at the interested party's expense.
This sources sought/pre-solicitation is being used to conduct market research to identify potential sources that may possess the expertise, capabilities, and experience to perform the anticipated requirements.


Respondents are advised that the government is under no obligation to acknowledge receipt of the information
submitted. Respondents will not individually be notified of the results of the government assessments and should
not anticipate feedback with regard to its submission.


After a review of the responses received, solicitation may be published on Federal Business Opportunities
(FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this sources sought notice/pre-solicitation notice. Responses to this sources sought/pre-solicitation notice will not be considered adequate responses in any resultant solicitation.


The RESPONSE DATE for this market research is 29 July 2019 at 0800 AM EST. No collect calls will be
accepted. All responses to this RFI may be submitted via e-mail to John Adamitis, Contracting Specialist, at

jake.r.perrotta.civ@mail.mil.


If you submit proprietary information, you must clearly mark as proprietary on every sheet containing such
information and segregate the proprietary information to the maximum extent practical from other portions of your
response (e.g. use an attachment or exhibit). Respondents are responsible for adequately marking proprietary information in their response.
