Description: The following work will be performed at the Urbana Federal Building & U.S. Courthouse , 201 S. Vine Street, Urbana, IL 61802 and the Danville Federal Building & U.S. Courthouse, 201 N. Vermilion Street, Danville, IL 61832.

Project Summary Description: The Contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, equipment and subcontracts necessary to provide Operation and Maintenance and related services described in this solicitation including inspection, testing, and maintenance of all fire protection systems. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA). If you are an Ability One Program (formerly the Javits-Wagner-O'Day Program) contractor, please include any Ability One requirements in your offer.
This procurement will be full and open to all small business concerns. The North American Industrial Classification Code (NAICS) is 238220. This is negotiated, firm fixed price procurement; there will NOT be a public bid opening. The solicitation will be available on or about April 4, 2017; the actual date for receipt of proposals will be stated in the solicitation. All responsible sources may submit a proposal which shall be considered by the agency.


After award, the successful offeror will be given a written Notice to Proceed, and shall provide contractual services for a 12 month period commencing on the day specified in the Notice to Proceed. Work under this contract is expected to commence on or about September 1, 2017. The Government shall have the unilateral option of extending the term of this contract for 4 consecutive additional periods of 12 months each.


The Contractor shall provide management, supervision, labor, materials, equipment, and supplies and is responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, including inspection, testing and maintenance of all fire protection systems and repair of equipment and systems located within the property line of the Urbana Federal Building and Danville Federal Building to include: Electrical systems and equipment, Mechanical, plumbing, (where systems are connected to the GSA network, the Contractor's employees will need to obtain a GSA ENT account, an HSPD-12 card and complete all GSA online university required courses to access systems) and heating, ventilation, exhaust systems and air conditioning (HVAC) systems and equipment, Fire protection and life safety systems and equipment. All Building Monitor and Controls system are within the scope of this contract. These BMC systems may include Building Automation Systems (BAS), Digital Lighting Systems and Public Address Systems, Energy Management Systems or other building controls systems. BMC systems shall be connected to the GSA Network and access to these systems will require GSA ENT network credentials (see section C.35.4.1.1 for details). Contractor shall be responsible for hardware and software for listed systems excluding computerized operating systems (For example Windows Server 2008, Linux, etc.). Software maintenance shall include security patching and minor revision updates as recommended by system installer. A minor revision is an incremental patch or update to the existing software or firmware version with low risk to existing interoperability. Architectural and structural systems, fixtures, and equipment within the site (to the property line). Service request desk operations to include record keeping using a computerized maintenance management system (CMMS) if available or by other means as well as other administrative functions, Maintenance of landscape irrigation systems, Mechanical equipment for window washing (wall glider, tracks, davits, pedestals and associated equipment), Locks, keycard systems, vehicle barrier systems and static and dynamic bollard systems, Dock levelers and roll-up and sliding garage doors, Storm drainage systems - reduce storm water pollution by minimizing discharges and runoff to the storm sewer system and environment. The Contractor shall complete roofing system investigations and repairs. The Contractor shall maintain and repair U.S. flag pole, lighting and pulley system and Lawn sprinklers.



Evaluation of Proposals: The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and provides the best value to the Government based on the evaluation factors. The evaluation factors to be used are total evaluated price and past performance. Past performance is significantly more important than price. As proposals become more equal in terms of past performance, the total evaluated price becomes more important.
