This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, "Streamlined Procedures for evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is H98210-17-R-0009 and is issued as a request for proposals (RFP), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 541613 with a small business size standard of $15 mil. This requirement is unrestricted and any qualified offerors may submit bids.


The Defense Human Resources Activity (DHRA) intends to award a No Cost Contract for the Defense Travel Management Office (DTMO) commercial Preferred Dining Program Pilot (PDPP), a commercial rebate-based dining program. The PDPP will enable the DTMO to determine the most effective approach to sourcing, to develop program policies, to leverage purchasing power, and to identify the requirements, technology, and processes to implement an effective enterprise-wide dining program for the Department of Defense (DoD) military and civilian personnel on official travel.
The contract award type shall be a Firm-Fixed Price Contract. The period of performance shall be from the date of award through 12 months for the base period plus four 12-month option periods. A detailed description of the requirement, CLIN structure, proposal submission instructions, provisions, clauses, and attachments can be found in the attached solicitation. Prior to submitting an offer, Offerors must be actively registered in System for Award Management. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. By submitting an offer, the offeror acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation.


Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 11:00 AM Eastern Standard Time (EST) on July 10, 2017. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date. All requests for clarification must be submitted in writing via e-mail to the Contract Specialist, Hector E. Monge at; hector.e.monge.civ@mail.mil by 12:00 PM Eastern Standard Time (EST) on June 12, 2017.
