This is a formal request for quotation pursuant to the attached Statement of Work (SOW) for a firm-fixed-price award for DSpace programming services and support under the authority of FAR Part 13. The RFQ reference number for this request is SB1341-17-RQ-0262. The NAICS code applicable to this procurement is 541511.

To be considered for award, the contractor shall submit a quotation by 28 MARCH 2017 AT 12:00 P.M. Eastern Standard Time (US), which, at a minimum, shall include the following:


1.    A technical quotation containing:
a.    Proof of your company's DSpace Service Provider Status showing that it is current (quoter shall also ensure that its service provider status is reflected on the D.Space website);
b.    A statement representing unequivocally to the Government that all services will be provided in the English language;
c.    Quoter's technical approach to fulfilling the requirements set forth in the Statement of Work; and
d.    Proof of quoter's prior experience in providing similar services to customers within the last five (5) years (quoters must provide customer contact information so the Government can independently verify the experience information provided).


2. A firm fixed-price quotation encompassing all requirements set forth in this solicitation.


3. If the quoter objects to any of the terms and conditions contained in this solicitation, the contractor shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" [Quoter shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the quoter to identify in their quote any exceptions to the terms and conditions of the solicitation. If the quoter does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the quoter's acceptance of the Government's terms and conditions for inclusion into the resultant purchase order.


4. The DUNS number for the quoter's active System for Award Management (SAM) registration, if so registered.


5. A completed version of all required solicitation provisions (see attached provisions/clauses document - required submissions highlighted in blue).


The provisions and clauses contained in the attached "Applicable Provisions and Clauses" document apply to this procurement and will be incorporated into the resultant award, if applicable.


Award will be made to the responsible contractor submitting the lowest priced, technically acceptable quotation which complies with the requirements of the solicitation. "Technically Acceptable" means that the quoter has represented that it will perform the purchase order requirements solely in the English language. The term also means that the quoter is reflected on the DSpace website (http://www.dspace.org/service-providers) as a Registered Service Provider as of the date and time that this RFQ closes. The term also means that the quoter has adequately demonstrated its ability to fulfill the requirements of the solicitation within the other submission documentation set forth above (including satisfactory completed experience) to the satisfaction of the NIST contracting officer.


The Contracting Officer may, if necessary, request revised quotation(s) prior to award.
